Dutch Authority Gets Ready For the Adoption of New Bill

Kansspelautoriteit, the Dutch Gaming Authority, has outlined the prerequisites for all those operators interested in obtaining an online gaming license.
All operators who provide necessary documentation in a timely manner will be granted the license. The move, referred to as the Big Bang, was announced at this year’s Gaming in Holland Conference, held on 13-14 June.
Focusing on the Bill
Speaking at the Conference, Kansspelautoriteit Chief Executive Officer, Marja Appelman, explained the aims and the goals of the Dutch regulator, but also spent some time talking about the upcoming Remote Gaming Bill.
Appelman pointed out some of the licensing requirements and procedures for this bill, whose adoption in parliament is expected in 2018.
She confirmed the regulator’s intention to implement strict rules during the licensing process, but stated all those who could produce necessary documents in a short period of time, would be issued simultaneous licenses.
Unfortunately, we didn’t get enough details on the whole matter, since Appelman didn’t wish to disclose more information fearing it could interfere with the future decision over the bill. Still, she did reveal the licensing requirements would focus on three points.
Focus on Three Points
The first one is to know who applies for an online gaming license. According to Appleman, this means to thoroughly check the identity of the applicant, the transparency of the company and its stability. The Dutch Gaming Authority will also check the competence of the board and the staff in whole, while paying special attention to the applicant’s financial balance.
The second point encompasses the business context of the applicant – checking whether the policies and procedures regarding the problem gambling, marketing and advertising are met, as well as the identification and verification of participants and obtaining services from an outside supplier.
The last, but certainly not the least point, which will be the focus of the Dutch Gaming Authority, ensures the digital communication with the industry in done in a safe and effective manner. Kansspelautoriteit will especially look and the operator’s ability to carry out the obligations regarding the safety of the user data and the exclusion system.
